Introduction
Welcome to the Effective Information Sharing & Security (EISS) Programme for 2026/27. With cyber threats continuing to rise and the consequences of poor data management becoming increasingly significant, it has never been more important for organisations to safeguard the information they hold.
As we ask citizens to place greater trust in how their data is collected, used, and shared, the public sector must demonstrate strong, responsible and transparent data practices.
For 2026/27, the EISS programme remains focused on supporting iNetwork members across the core areas of information governance, information security, and information leadership. We recognise that effective information leadership cannot sit solely with specialist roles; it must be embedded throughout organisations.
This year's programme therefore continues to broaden its reach, equipping a wider range of professionals with the confidence and capability to lead on good information practice. Acknowledging the evolving threat landscape and the unavoidable risks associated with holding data, the programme also strengthens its emphasis on business continuity and recovery planning. Alongside promoting safe handling and robust security, we aim to support organisations in preparing for, responding to, and recovering from incidents—ensuring resilience is built into every stage of the information lifecycle.

Information Leadership
This priority bolsters information leadership in iNetwork member organisations. iNetwork will upskill Senior Information Risk Owners, Information Asset Owners, Data Protection Officers and other information leadership. Facilitate national level engagement and influence information policy/programmes.

The EISS Network Leadership Group
Each iNetwork programme has a Network Leadership Group (NLG) which consists of iNetwork members who are leading practitioners in their field. The NLGs serve as both a programme board and a leadership forum for collaboration across the local public sector.
